Yes FRED that is correct. The reason being, that if you take your iPhone to an Apple Genius Bar for repair on this issue, they will restore it as new. This is directing users to perform that same troubleshooting step themselves, the average user does not have the Genius Bar tools to test the battery, but they can reload iOS to see if that makes a difference. If it does, problem solved, no trip to the genius bar.
