I just replied above. Maybe you'll be able to test it out yourself, if you have a Samsung Note 8 as well I see what you are saying. Yes, I see the same thing on my camera when taking a picture in the dark.
The good news is that static noise does not transfer over with the photo. I think that this is just the way the phone renders the image on the screen when looking through the camera lens in the dark.
